第8節 開業、倒産・休廃業

本節では、開業及び倒産・休廃業の動向について確認する。

第1-1-59図は、厚生労働省「雇用保険事業年報」を用いて、開業率と廃業率の推移を見たもの

である。2023年度の「開業率」は、2022年度から横ばいの3.9%、「廃業率」は、2022年度から上昇し、3.9%となった。

(注) 1. 「開業率」 = 当該年度の保険関係新規成立事業所数 / 前年度末の適用事業所数 × 100

2. 「廃業率」 = 当該年度の保険関係消滅事業所数 / 前年度末の適用事業所数 × 100

3. 適用事業所数とは、労働保険の保険料の徴収等に関する法律の規定により雇用保険に係る労働保険の保険関係が成立している事業の事業所数をいう（雇用保険法第5条）。

4. 事業所における保険関係の成立、消滅をそれぞれ開廃業とみなしているため、企業単位での開廃業を確認できない点、雇用者が存在しない事業者の開廃業の実態は把握できない点に留意が必要。
